Dmitriy Ryurikov

Dmitriy Ryurikov is currently the Ambassador of the Russian Federation to Uzbekistan, though he wrote this paper while serving in his previous post as an international affairs advisor to Yegor Stroyev, Chairman of Russia’s Federation Council and Governor of the Orel Region. Ambassador Ryurikov was Russian President Boris Yeltsin’s principal foreign policy aide from August 1991 to April 1997. A career diplomat, he held positions in the treaty and legal department of the USSR Ministry of Foreign Affairs (1986-1990) and served in the Soviet Union’s embassies in Iran (1969-1972) and Afghanistan (1976-1980, 1982-1985). Ambassador Ryurikov graduated from the USSR’s prestigious Moscow State Institute for International Relations (MGIMO) and speaks English, French, and Persian in addition to his native Russian.
